For common and easily accessible Pokemon  I recommend:

 

Attack - Boufallant, Route 1

Defense - Magcargo, Pyrous Mountain ( use rock smash on the pillars)

Sp. Defense - Tentacool/Tentacruel, Azurine Lake (Surfing)

 

For the others:

 

HP - Wooper/Quagsire/Shellos/Gastrodon,Tanzan Cove (Dive)

Sp. Attack - Numel/Slugma, Pyrous Mountain

Speed - Luvdisc/Basculin, Tanzan Cove (Good Rod)

If you didnt renovate the railnets, you can kill lvl 5 woobats and noibats for +1 speed. Give your woobat a power lens for +4 in sp atk for evey kill. 

Also pokerus to double the points :D

Pokerus doubles the EV points you get.A power item gives you 4 so pokerus makes it 8.And pokerus doubles the Ev tne mons give you so if one mon gives you 1 point the pkerus makes it 2 hence the 10 points.

What I do is battle the trainers at Grand Hall (if you still have access).

I infect my pokemon with pokerus, and give them specific power items, then change them when I want to strengthen another stat.

I get tons of cash, especially with the couple on Saturdays, which I can use to buy friendship berries to adjust.

Besides, most of my pokemon that require EV training are usually the ones I breed, so that extra Exp comes in handy too :P
