I found it in the forest to the left of Jasper (where the second Pulse Tangrowth was). Just use the itemfinder on the left end. I have seen other people say they found one elsewhere too. I'm pretty sure @seki108 is right, altough I don't remeber if it's a hidden item or if its in a pokeball.
